Crooked Lake Association, Inc.Labor Day General Meeting

September 5, 2011

The meeting was called to order by President, Dave Simon, at 9:02 with the “pledge of Allegiance”, followed by a short prayer. Other Board members present were: Jim Huber, Tom Lewis, Dan Cooper, Diane Cooper, Jack Ryan, Bob Lowden, Steve Golden, Bridget Glaser, Trishia Stites, Al Christoules, Keith Hoskins, and Kathy Kissinger.

Special recognition was paid to Louise Reed for her tireless dedication to the Crooked Lake Association. A brief prayer of remembrance was given by Dave Simon.

There were approximately 75 people in attendance.

The 2011 Memorial Day meeting minutes were read and approved as written.

Treasurer’s Report:

Jim Huber reported the following:

Income & Expenses since 5/1/11 Balance as of 5/1/11 $64,781.69

$19,520 in dues Receipts $39,124.14

$ 1,145 in donations Total receipts $103,905.38

$ 104 for patrol boat Disbursements $52,476.87

$71,985 Operating fund balance Operating Fund as of 4/1/11 $51,428.86

Presentation:

Pete Hippensteel made a presentation giving the impact of LARE funds on Crooked Lake. Pete studied 23 in Steuben County (including Crooked Lake). More complete information on Pete’s study is available on the Steuben County Lakes Council website.

Pete provided the following information regarding the impact of property taxes from lake properties in Steuben County. The Assessed Valuation (AV) for all land in Steuben County was about $1.98B and of that amount, just shoreline land was assessed at $1.1B. Lake land is about 20% of assessed land but makes up 66% of the taxes from all properties. The eleven (11) “ski lakes” make up 58% of the AV. Other lakes studied made up the remainder of the AV. Average AV for “land only” was approximately $161K. The average AV for Crooked Lake is approximately $221K.

Pete reported that the State of Indiana is making LARE funds available for 2012 for those who apply for them. Applications need to be in by early January, 2012.

Pete also reported that additional E-Coli testing is being to determine the source of elevated E-Coli flowing into Crooked Lake from the Palfreyman and Carpenter ditches.

Committee Reports:

Weed Control – No report.

Membership – Trishis Stites again encouraged CLA members to contact neighbors to get non-CLA lake property owners to join.

Roads/Buoys/Patrol boat – No road projects are scheduled. If road problems arise, contact Ken Penick at the Steuben County roads department. No buoys were taken the year. The patrol boat had no problems this season. The family of Louise Reed has agreed to continue to allow the patrol boat to be moored on their property.

Website – Trisha Stites reported the website is up to date. Trisha provided instructions on how members can update their information and register on the website. A “Lost & Found” section will be added to the website.

Unfinished Business:

The County may be removing homestead exemptions from non-adjacent lake property. An appeal to reinstate the exemption may be made to the County Assessor.

New Business:

A question was asked if it is possible to implement a flag system for water skiers when they fall. It was determined that since Crooked Lake is public lake , it may require a request to the State for the implementation of a flag system before it could go into effect.

A CLA member brought up that an increase in weeds has occurred this year on the east shoreline

Board Member Nominations:

A slate of existing Board members plus Bob Wilson, Dan Cooper and Diane Cooper were placed before the CLA members present for nomination to the Board. A motion to nominate the slate of Board members was seconded. The motion was carried unanimously.

Memorial Day Meeting – Meeting will be 5/28 at 9:00 at the 4H Park.

Other Board members present were:  Jim Huber, Tom Lewis, Dan Cooper, Louise Reed, Jack Ryan, Bob Lowden, Steve Golden, Bridget Glaser, Trishia Stites, Al Christoules, Jerry Brown, Frank Forman, Michelle Gladieux Keith Hoskins, Ashley Irving, and Kathy Kissinger.

There were approximately 110 people in attendance.

The 2010 Labor Day meeting minutes were read and approved as written.

Committee Reports:

Weed Control – Keith Hoskins reported that Aquatic Weed Control was done on 5/19 primarily in the 3rd   basin. This is the 3rd year of a 5 year plan. Keith reported that because of State constraints, LARE grant will not be available in 2011. The State is making plans to reinstitute the LARE grant for 2012 assuming state funds are not impacted again next year.

Membership – Steve Golden encouraged everyone to contact non-CLA lake property owners to join the CLA.

Roads/Patrol boat – The patrol boat is running and on the lake. It is being moored at Louise Reed’s pier. Jack contacted Jim Penick about any road projects for the lakes. No projects are planned for lake roads.

Boating Classes – Kathy Kissinger reported there will be 4 classes will be held at various locations during               the summer. Class dates and locations are on the website. There is no charge for the classes and lunch will be provided.

Lake Council – Louise Reed reported that 50 sites are to be tested 3 times during the year. The results will                 be posted on the Lakes Council website. Louise stated the Lakes Council will again have their annual raffle to raise funds. The drawing is in July.

Markers and Buoys – Jack Ryan reported four 18 inch buoys have been donated by Casey’s Cove. Jack encouraged everyone to thank Casey for the donation.

Unfinished Business:

CLA Garage Sale – Set for 6/25 (Last Saturday in June).

Trisha Stites brought up the possibility of restarting “Light Up The Lake”. Discussion ensued about where flares could be obtained. The suggestion was viewed positively.

New Business:

Dave Simon asked for volunteers from the CLA members to fill vacant spots on the Board.

Labor Day Meeting – Meeting will be 9/5 at 9:00 at the 4H park.
